The National Home Builders Registration Council (NHBRC) is a regulatory body of the home building industry. It was established in 1998 in accordance with the provisions of the Housing Consumers Protection Measures Act, 1998 (Act No. 95 of 1998). Its mandate is to protect the interests of housing consumers and to ensure that builders comply with the prescribed building industry standards as contained in the Home Building Manual.

The National Home Builders Registration Council (NHBRC) is committed to protecting housing consumers by promoting quality home construction and safeguarding them against unscrupulous builders who deliver substandard homes, poor workmanship, or use inferior building materials.

The Nhbrc Technical Assessment exam is an open computer book assessment test that consists of 25 multiple choice questions. It is compulsory for all applicants to pass the test in order for them to obtain their NHBRC certificate.

Study Materials for the NHBRC Test

Preparing for the NHBRC Technical Assessment requires a good understanding of the relevant building standards and technical requirements. The assessment is based on the NHBRC Home Builder’s Manual and related South African National Standards (SANS) publications.

A home owner builder who intends to construct their own home may apply for an exemption from the NHBRC’s standard home builder enrolment requirements.

However, applying for an exemption does not eliminate the requirement to complete the NHBRC’s registration process. Applicants seeking this exemption may still be required to complete the applicable registration requirements and successfully pass the NHBRC Technical Assessment Test.

In addition, applicants must complete the Home Owner Builder Questionnaire and satisfy all relevant requirements before the exemption can be granted.

Benefits and Limitations of the Exemption

If approved, the exemption may allow the home owner builder to avoid paying the applicable NHBRC home enrolment fees. However, it is important to understand that choosing the exemption means that certain benefits associated with enrolling the property with the NHBRC may not be available.

These may include:

  • Restriction on selling the property: You may not be permitted to sell the property within five years from the date of occupation, subject to applicable NHBRC requirements.
  • No structural defect cover: You may not have access to NHBRC protection or warranty cover for minor and major structural defects for a period of five years.
  • No annual roof warranty: You may also not qualify for the annual warranty cover relating to roof leaks and other roof-related defects.

Important: Before applying for a Home Owner Builder Exemption, applicants should carefully consider the financial benefits and limitations involved and confirm the latest requirements and conditions directly with the NHBRC, as regulations and policies may change.

NHBRC enrolment is the formal process of registering a residential construction project with the National Home Builders Registration Council (NHBRC) before construction begins.
